WebSplash damage is any damage that is capable of hitting multiple enemies, even if it just hits one. OllinVulca FL4K I believe it generally only refers to aoe damage from explosions. This can be from grenades, Torgue weapons, etc. honestly not sure how it works with elemental rocket launchers. we don't know yet.
